His Master’s thesis at Pontificia Universidad Católica de Chile on the regulation of desalination in Chile was awarded and recognized by the Chilean Association of Administrative Law (ADAD) as one of the three best research projects in Administrative Law in 2022. It was later published as a book. He received the Chevening Scholarship (United Kingdom) for his postgraduate studies abroad.
Sebastián is a senior associate and a member of the mining, water, and environmental law practice areas. He specializes in the development of mining projects and hydraulic works, due diligence processes, and in obtaining permits, as well as regulatory and legal analysis for infrastructure projects.
In the academic field, he is a professor and coordinator of the course “Integrated Management of Desalination Projects for Latin America and the Caribbean” offered by the Inter-American Development Bank (IDB). He is also a teaching assistant in the undergraduate and graduate courses on Natural Resources Law and Regulation at Pontificia Universidad Católica de Chile, and has served as a professor of Mining Law at UNIACC University.
In the academic field, since 2018, he is assistant professor of the Natural Resources Law course, and since 2021, of the Continuing Education online course “Regulation of Natural Resources”, both at Pontificia Universidad Católica de Chile.
