Manuel is a senior counsel and a member of the public law and regulated markets practice. He specializes in public law, with a particular focus on constitutional law, fundamental rights, and environmental law, areas in which he has developed a strong academic and professional track record. His experience includes advising major mining companies in judicial proceedings, public litigation, administrative environmental assessment procedures, and the management of community and Indigenous relations. This positions him as an expert at the intersection of constitutional law, environmental regulation, and strategic industries.
Since 2012, he has served as Professor of Constitutional and Public International Law at Pontificia Universidad Católica de Valparaíso, and as a lecturer in the Natural Resources Diploma Programs at Pontificia Universidad Católica de Chile and Universidad de los Andes. He has also taught at the Judicial Academy, the Hernán Correa de la Cerda Institute of Judicial Studies, Universidad Adolfo Ibáñez, Universidad Austral, Universidad del Desarrollo, among others. In addition, he has conducted training programs for institutions such as the Public Prosecutor’s Office, the Public Criminal Defender’s Office, and the Senate of the Republic.
Manuel is the author of more than 90 publications, including books, book chapters, and journal articles.
