Clemente is a partner at Guerrero Olivos and a member of the energy, environment, infrastructure, and projects practice areas. He specialises in energy project development, energy related M&A, financing and permitting, general regulatory, environmental disputes, project finance, and obtaining public works concessions.
Clemente has been a member of the board of directors of numerous relevant companies from the energy and construction industries. Currently he sits on the board of Brotec; the Bicentenario Project (a cable car system project); and of the environmental consultant Sustentable (of which he is also its founder). Clemente is also a member of the board of directors of the Chilean renewable energy and storage association (ACERA) and was Chairman of the public concessionaires association (COPSA).
Clemente has a strong background in holding public positions. He has served as the Director of the National Environmental Agency (CONAMA RM), Counsellor for the Public Corporation System (SEP), Deputy Secretary of Ministry of Public Works and Chairman of Metro de Santiago (Santiago’s underground transport system) and served as consultant in several institutions including the Inter-America Development Bank and the World Bank. In addition, he is Professor of the Certificate of Public Policies and the Certificate of Corporate Government, both from the Pontificia Universidad Católica de Chile.
Clemente has also held a variety of trade union positions: from 2011 to 2012 he was the President of the Chilean Association of Concessions for Public Infrastructure (COPSA). He is now the Director of the Chilean Association of Renewable Energy (ACERA A. G.).
In the academic field, Clemente is a Professor in the Departments of both Public Policy and Corporate Governance, in the University Pontificia Católica de Chile.
Clemente features in several international rankings including Chambers & Partners, The Legal 500 (Hall of Fame 2024), Latin Lawyer, Best Lawyers, and IFLR1000, in the sectors of energy and natural resources, environmental law, projects and infrastructure and public law practice areas. In 2019, he won the Attorney of the Year award in the Administrative & Environmental Law category, granted by the Latin American Lawyer Energy & Infrastructure Awards.
